On a Linux system, after launching the Virtual Console, if you click on a menu item and it remains open, the Ctrl + Alt + L keystroke sent from the iDRAC to the host system does not lock the host system. If this occurs, re-synchronize iDRAC time with the management station’s time and reboot iDRAC. But to launch a virtual console, control it from remote, and virtually mount ISO's that can interact with the server just like a CD/DVD in the physical machine, requires the iDRAC Enterprise. Dell's Express iDRAC allows all the things you mention for monitoring/changing power state, hardware inventory in the server, etc.
